Is it necessary to sand the finish on my desk completely before painting?

I am painting a useful book and a desk, two of which are stained. I painted black. I have sanded the library, but the stain is still visible, but not so brilliant, do I have to sand both of these objects until the bare wood before I paint? I have been sanded with 120 grit sandpaper. I want to paint to last and avoid and type of jump in the future. I will use Behr semi-gloss enamel on top of KILZ water base primer.

You only have to sand the gloss to give the tooth suface enough to prime and paint to adhere. If you're lazy like I can use a product called liquid sand along the path that will save you a lot of work and take the shine. Another suggestion, KILZ is a wonderful book, but you receive strokes because it is so heavy body. You can either sand after it is cured or applied with a foam roller for a smoother finish.
